Well, you have to focus on the meaning of the word “produce”.  It is said much of those 630 gallons are used to grow the grain to feed the cow.  To produce a logical and usable water footprint analysis, at some point, the analysis chain has to stop and implementation of established conservation goals must begin (else, we would be worried about the eating habits of the cow’s grandparents, great-grandparents, etc.).
